This film introduces Lu Guo Hua, a wheeler dealer who uses his position as birth control officer to be the local political power broker. When the village head chastises him for overlooking a villager's third pregnancy, Lu Guo Hua retaliates by opposing the village head's reelection. The film gives an insider's view of the beginnings of democratic politics in a village in northeastern China.
