On Febrary 24, 1996 three American planes took off from Miami to search for Cuban rafters fleeing the Castro regime. Over Cuban airspace, two planes were shot down and four Americans died.
In retaliation, the U.S. extended its 34 year old Cuban embargo and passed the Helms-Burton Act to punish foreign companies who do business with Cuba.
The world community has been critical of the U.S, for trying to impose extra-territoriality on another country.
